SHE DEMONSTRATION PROJECTS


Objectives
This European demonstration project aims at achieving the following objectives: (1) To assess and demonstrate the feasibility of sustainable housing through the construction of 600 dwellings, co-financed by the European Commission, in 4 Member States (Denmark, France, Italy and Portugal), (2) To integrate sustainable development and closer participation of the future tenants in all the phases of the construction decision-making process, (3) To develop good practices, replicable in other European countries, new qualitative evaluation procedures and guidelines, based on the experience obtained through the pilot projects, (4) To raise the awareness of the actors of the sector of the long-term costs, and the direct and indirect benefits of sustainable construction, (5) To assess the degree of satisfation of the tenants through social monitoring. All of the above, balancing investment costs with economic, environmental as well as social benefits.

 

Expected results:

The SHE approach aims to:
- Validate new methodologies and tools for sustainable housing;
- Produce new procedures ensuring the effective direct participation of the future tenants in the decision-making and construction process, thus increasing their environmental awareness;
- Improve the energetic and environmental performance of social housing and the urban quality of life, and provide the final users with a healthy and sustainable environment;
- Stimulate the inclusion of sustainable housing issues on the political agenda of the Member States and raise the awareness of other stakeholders involved in the construction sector and the tenants.

 

The structure of the SHE partnership, which is essentially composed by social housing organisations that are engaged in dialogues with all the actors of urban development in their every day practice, will guarantee the best and most direct dissemination of the results and outcomes at local and national levels. The medium and long term benefits, produced by the SHE approach, will be spread to other Member and Candidate States of the European Union for instance through the supposrt of CECODHAS (The European Liaison Committee for Social Housing).

In this setting, the so-called "external partners" (national and local government authorities, architects, builders, tenants, producers, policymakers, etc.) that are invited to join the work and to discuss the issues of the SHE project will be of great importance for a broader exploitation of results and consensus on the outcomes of the project.

 

 


 

Project description

This European initiative will be carried out mainly by social housing organisations with the support of European experts in relation to the innovative elements of the project.

The design of the project follows the traditional phases of the construction process but it will integrate the implementation of a socio-economic and energetic-environmental monitoring during the various phases (identification, appraisal and implementation) and a bottom-up approach that ensures the participation of the future tenants and thereby guarantees a framework for mainstreaming the integration of sustainability in urban development.

  • Kick-off Meeting 26th - 27th May 2003, Rome

    The SHE project partners met for the first official presentation of the project. Aims and activities were discussed and approved.  
  • 2nd Meeting  21st July 2003, Rome
    Presentation of the Italian, Danish, French and Portuguese demonstative projects by the cooperatives.
  • 3rd Meeting 5th - 6th February 2004, Venice

Dissemination activities
During the first year of the project the dissemination activities have been aimed at all the actors involved in urban development, not only to inform them and raise their awareness, but also to convince them. In order to stimulate a cultural and political process regarding sustainable housing the target groups of these activities have therefore been nationa, regional and local government authorities, architects, builders, producers, tenants, etc.

The 1st National Convention on Sustainable Housing in Rome, on the 21st January 2004, with the participation of the Minister for Environment Mr Altero Matteoli, the main Italian actors for sustainable housing and around 300 people.

- Venice Convention, on the 7th February 2004, Public Conference with the participation of Municipality and SHE partners. Presentation of the SHE intervention in Preganziol.

- Teramo Convention, on the 17th April 2004, Public Conference with the participation of Municipality and SHE partners. Presentation of the SHE intervention in Teramo.

  • PORTUGAL
    By Housing Cooperative NORBICETA and Federation of housing cooperatives FENACHE :

- Porto Public presentation of SHE intervention, on the 5th December 2003, on the occasion of a NORBICETA building inauguration, the SHE intervention in Matosinhos was presented to the Municipality, Portuguese stakeholders and citizens..

  • DENMARK
    By Social Housing Organisation RINGGAARDEN and Centre of Urban Ecology DCUE :

Presentation of winners of SHE competition and exhibition in Aarhus, 16-19 September 2003.  The Danish SHE competition regarded the constuction of 130 dwellings in Lystrup (Aarhus). The Danish SHE partners organized an exhibition at the City Town Hall in Aarhus of the 8 Danish and International proposals. The Mayor of Aarhus, Louise Gade, opened the exhibition and presented the winning projects designed by Herzog + Partner and Schmidt, Hammer & Lassen with Arup, Birch & Krogboe and Kristine Jensen Landscape.

- Copenhagen Conference, on the 8th January 2004. Around 140 participants, including people from the top of the Danish building sector, policy-makers, local authorities and academics attended the conference where the winning projects of the international architectural competition for sustainable housing organised by the Danish SHE partners were presented and sustainable issues were discussed.

 

FIRST SHE RESULTS ON ITALIAN POLICY

In order to achieve the important goal concerning the involvement and awareness of National and Local Authorities, Federabitazione Europe has led some important initiatives, also to establish relationships with important "external partners" of the SHE project.

They include an Inquiry on Municipal Incentives for Sustainable Housing in Italy, whose results have shown that Local Authorities' awareness on this matter is growing with time. It has also produced a high interest from those Municipalities that are interested in adopting incentives, but need axternal help and consultation to do it.

The most important step has been taken with the Ministry for Environment that, after the 1st Convention on Sustainable Housing, has accepted to set up a discussion table with the main Italian actors for sustainable housing and building (including the partners Federabitazione Europe and INBAR, and all the major Italian actors of the sector).
